We recognise that working with the public sector needs a balance between experience, flexibility and innovation.

We prefer to think of our team as sector specialists, rather than putting them in legal services pigeonholes. With people drawn from different legal disciplines, the services we provide evolve as your organisational needs change – so you’re always ahead of the game.

We’re proud of our longstanding reputation for working with public sector organisations.  We work hard to make sure our clients trust us and feel we’re the right people for them.  From local authorities, governmental departments and agencies, NHS bodies, development agencies through to quasi-governmental organisations we’ve listened to what you’re looking for from your legal providers.

As a result our client relationships have weathered the storm of changing funding and priorities, increased regulations and a call for legal providers to deliver greater value and cost savings, as well as increasingly innovative solutions to managing unusual projects.  What matters to us is that we’re asking the right questions so that we can deliver the right answers.  Providing clear, practical advice that can be actioned swiftly and make a difference.

Spanning a complete range of services we have particular experience in such areas as public law and governance, procurement, planning (especially CPOs), education, health, housing and regeneration, leisure, energy, waste, freedom of information and data protection.  This is supported by a niche expertise in delivering school conversions under the academies programme and a strong charities practice.

Importantly, although our nationally-based team of experts is drawn from across the firm’s legal services, they are dedicated to working with public sector clients.  It means we can provide you with something others can’t – a service that delivers tangible benefits in terms of smarter advice, easier access to relevant expertise and an ability to innovate and present solutions tailored to your unique project.

Examples of work

North West local authority

  • We advised the council on the restructuring of its adult social care services to a staff owned social enterprise. The project is in line with the wider reform agenda within the local government sector whereby local authorities are moving to a commissioner rather than provider model. We have advised the council in relation to the transfer of staff and assets to the social enterprise; negotiation of the main contract to be put in place between the council and the social enterprise for the provision of adult social care services; drafting and negotiation of the property arrangements, including leases and licences for council properties to be used by the social enterprise for the delivery of the services; provided procurement and governance advice with regard to the process to be followed; and provided specialist advice on the pensions and employment issues arising out of the staff transfer.

City of York Council Stadium Project

  • We have advised on all aspects of the PPP, including the construction of the stadium and the outsourcing of the council’s leisure service, which is part of the project. We were also instructed on aspects of the retail development, which is financing the construction of the stadium, and some adjoining development land. Finally, we are also engaged in signing up the Football Club as occupier of the stadium, which involves the negotiation of a series of documents relating to funding, including with the Football Stadia Improvement Fund.

Priority Schools Building Programme

  • We supported all thirteen schools involved in the PSBP first PF2 project in the North East.

Newcastle City Council – Stephenson Quarter

  • We advised the council on its £200 million office, hotel, residential and retail regeneration project, located beside the city’s Grade 1 listed central station. It is funded by Aviva. This involved Newcastle City Council and a Local Enterprise Partnership working together as joint venture partners with the developer.
